II. Document review and verification
The customs inspects the hazardous chemicals listed in the national Catalogue of Hazardous Chemicals.import and exportCurrently, the Catalogue of Hazardous Chemicals in use is the 2015 version, covering 2,828 hazardous chemicals. When enterprises make declarations, they can determine whether a commodity is listed as a hazardous chemical based on its product name, alias, and CAS number. It should be noted that item 2,828 in the catalogue is an open - ended entry, covering liquid products with a closed - cup flash point ≤ 60 °C. The specific classification needs to be determined through identification.
To ensure the compliance of imported and exported chemicals, the customs reviews documents in accordance with the four principles of completeness, accuracy, matching, and consistency. In short, all system declaration information and declaration materials must maintain their completeness and accuracy, and ensure the matching between them. At the same time, the declaration information in the system must be consistent with the relevant information in the submitted declaration materials.
三、檢驗內(nèi)容
1. First, the customs will check whether the main component or ingredient information, physical and chemical properties, and hazard category of the product meet the requirements of relevant regulations and standards.
2. Second, for the packaging of the product, the customs will check whether there is a hazard warning label on it. In particular, imported products must have a Chinese - language hazard warning label, and check whether a safety data sheet is attached. Imported products should be accompanied by a Chinese - language safety data sheet.
3. Finally, the customs will also check whether the content of the hazard warning label and the safety data sheet complies with the requirements of relevant regulations and standards.
